Probably mere fear-mongering propaganda. The Western military intelligence units around the world depend on generating fear in the minds of the public that some "enemy" or potential enemy is "secretly" creating a vast war machine. This sort of propaganda was commonplace during the Cold War, wherein literally hundreds of reports were falsified to generate the necessary levels of fear to continue taxpayer funding.
